How Can We Improve Safety and Access to Grocery Stores in DC and Baltimore?
The DC Office of Planning Food Policy Team is working with George Washington University and Baltimore City Food Policy and Planning Division on a project and we need your voice!
We want to learn how to make grocery stores safer and better for people who shop in them. In some areas of Baltimore, MD, and Washington, DC, stores are using things like checking receipts, locking food behind cabinets, or removing products to stop crime. These changes might make shopping harder and make it hard for people to get food they want and need. We want to hear from people in the community about how these changes affect them.
We are looking for 5 DC residents to join our team to help guide this research. You know your community best, and we want to learn from you. You will help us make decisions and make sure we are doing things in a fair and helpful way. You will work directly with other residents from your city (DC or Baltimore), but at times we will gather as a full group too. You will get $50 for each meeting you attend. You can earn up to $400 total for participating in all meetings.

Who can Join the Resident Advisory Board?
- You live near or shop at a grocery store that uses things like receipt checks, not allowing bags, or locking items to prevent stealing.
- You live in Baltimore or DC.
- You are 18 years of age or older.
- You use or have used SNAP (aka food stamps ) or WIC to buy groceries.
- You can join us for 8 in-person meetings between July 2025 and October 2026
Time and Payment?
- You will join 8 in-person meetings between July 2025 and October 2026.
- Each meeting will be 90-minutes.
- You will get $50 for each meeting you attend. You can earn up to $400 total for participating in all meetings.
- Exact meeting dates will be confirmed in July 2025 with all residents involved. Meetings will be in-person in both DC and Baltimore (DC residents in DC, and Baltimore residents in Baltimore) and will be scheduled sometime between 5pm – 7pm on weekdays with dinner provided.
- Meeting months will include: July 2025, September 2025, November 2025, January 2026, March 2026, May 2026, July 2026, September/October 2026.
What You Will Do:
- Join all in-person meetings
- Help us understand what the community needs by sharing your experience and expertise
- Discuss what we learn from the project together and inform next steps
